James M. Fox

Dr. James M. Fox became involved in coding, billing, and reimbursement issues in 1990 when the payment system for physicians was changing to the RBRVS system.  He was one of the developers of the Michigan College of Emergency Physicians’ (MCEP) reimbursement conference “Straight Talk” and served as its chairman for the first two years.
When payment for services to Michigan Medicaid beneficiaries was moved from the Michigan Department of Community Health to Medicaid HMO’s, Dr. Fox, through the MCEP, led a dedicated group of emergency physicians through countless meetings at the state level developing the “two-tiered” reimbursement system for Medicaid professional emergency services.  This process, unique to the nation, has protected emergency physicians’ income, decreased costs to both providers and payers by decreasing resubmissions of claims, and ultimately protected access to emergency services for patients around the State of Michigan.

Dr. Fox has been a member of the American College of Emergency Physicians’ reimbursement committee since 1998.  He is actively involved with Blue Cross Blue Shield of Michigan and the region five Carrier Advisory Committee through the MCEP.  He continues to advocate for emergency physicians and the patients they serve, on both a state and national level. He also serves as vice-president of Emergency Medicine Specialists, P.C..  

As his activities moved into the business arena, Dr. Fox elected to further his education.  In December 2010 he earned an MBA from the University of Tennessee’s Physician Executive MBA program.  His new knowledge will enable him to better help emergency physicians and their patients.


 

Anthony C. Southall

With a commitment to emergency medicine, since 1975, Dr. Anthony C. Southall provides management expertise to MES through his experience as an emergency medicine physician and medical director, as well as president of Emergency Medicine Specialists, P.C.  His innovative approach to the operation of the emergency department at St. John Hospital and Medical Center, located in Detroit, Michigan, through his 22 years as chairman of the department, has earned Dr. Southall the respected status of one of the premier authorities in emergency medicine, today.

Dr. Southall’s administrative experience includes hospital positions of both president of the medical staff and chief of staff.  In addition, he has served for several years as a member of the Board of Trustees at St. John.  His pre-hospital activities include serving as deputy medical director of an EMS Medical Control Authority for several years and currently as a member of the Board of Directors of an EMS Medical Control Authority.

As a result of his on-going involvement and dedication to the advancement of emergency medicine, Dr. Southall’s contributions to the success of Midwest Emergency Services are invaluable.
